The UPN Advocates Bill to Strengthen Funding for Public Higher Education in Colombia

The Ministry of National Education, headed by Daniel Rojas, submitted a new Bill aimed at strengthening the financing of the Colombian public higher education in, which seeks to completely deal with the financial challenges faced by public higher education institutions in the country. This seeks to update and adjust the funding system for such institutions, through amendments to Articles 86 and 87 of Law 30 of 1992, in order to guarantee a more efficient and sustainable allocation of resources.

As a leader in teacher training in Colombia, UPN attended this submittal with the representation of rector of the institution, Professor Helberth Choachí Two members of Congress, Gabriel Becerra and Jennifer Pedraza, along with the new Vice-Minister of Higher Education, Ricardo Moreno, were in support of the project entitled “National Agreement for the Financial Rescue of Public Higher Education.”

The UPN, a leader in teacher training in Colombia, was represented by its rector, Professor Helberth Choachí. Two members of Congress, Gabriel Becerra and Jennifer Pedraza, as well as the new Vice Minister of Higher Education, Ricardo Moreno, supported the project entitled “National Agreement for the Financial Rescue of Public Higher Education.”

This is one of the most expected changes for the educational sector to remove the budget deficit that public universities have been experiencing for some time. This issue arises from the difference between the method used to calculate their annual budget increases, which is currently based on the Consumer Price Index, that is, inflation. In practice, however, the costs for these institutions increase each year at a rate that surpasses this value.
This is one of the most eagerly expected changes in the education sector, aimed at removing the budget deficit that public universities have been experiencing for some time. The problem stems from the different method used to calculate their annual budget increases, which is currently based on the Consumer Price Index, or inflation. In practice, however, the costs of these institutions increase each year at a rate that exceeds this figure.

Our Teacher Training Institution is closely monitoring and assisting this process, drawing on its extensive knowledge and experience in the educational field, with the goal of transforming our country’s system into a more just and equitable one from the ground up.
